<p>An index of catalog cards is available to
aid access to this collection and material in other collections. Access is through writer, recipient and date. The card catalog is located in the library reading room. The reader is also directed to the Print Room and Museum for non-documentary materials. There are photocopies of several of the letters from the collection, dating from 1856-1859, which are filed at the end of the correspondence series.</p>

<head>Scope and Content</head>
<p>Collection consists largely of letters written to <persname>Mark Howard</persname> by various business contacts. They cover such topics as stocks, land deals, legal matters, and politics. The early correspondence is almost entirely  consumed by financial discussion, both personal and relating to insurance. Included are several letters from <persname normal="Mark Howard">Howard</persname>'s lawyers, first <persname>Mitchell Eacker</persname>, then <persname>Marcus Osborn</persname>. Around <date>1860</date>, however, there is a change to political letters, which can be seen in the many letters from <persname>Gideon Welles</persname> and <persname>William Faxon</persname>. In those years there is also plenty of military correspondence from <persname>Marcus Osborn</persname>, who was on a ship in the <geogname>Gulf of Mexico</geogname>. <persname normal="Mark Howard">Howard </persname>also kept detailed personal records, ranging from savings for his children to interest on his own accounts. There are receipts indicating how much he spent on specific items of clothing and how much on foodstuffs. Also of interest are two boxes relating to Howard's land grants in what are now the midwestern states, with particular attention paid to <geogname>Michigan</geogname>, <geogname>Wisconsin</geogname>, and <geogname>Illinois</geogname>. There are land deeds, and one box of military land grants <persname normal="Mark Howard">Howard </persname>bought from former members of the U.S. military from <date>1853</date> through <date>1856</date>. In addition to those mentioned above, notable correspondents include <persname>Horace Greeley</persname>, <persname>James Barnard</persname>, <persname>James Babcock</persname>, <persname>Horatio Woodman</persname>, <persname>Joshua Phelps</persname>, <persname>James Dixon</persname>, and <persname>James Edmonds</persname>.</p>

<head>Biographical Sketch</head>

<p>Mark Howard was born on <date>May 27, 1817</date>, in <geogname>Maidstone, Kent, England</geogname>. When he was thirteen years old, <persname normal="Mark Howard">Howard </persname>'s parents emigrated with him and his brother to <geogname>Ann Arbor, Michigan</geogname>. Four weeks after their arrival, <persname normal="Mark Howard">Howard</persname>'s father died, leaving instructions that his sons were not to return to <geogname>England</geogname>. They remained in <geogname>Ann Arbor</geogname> under the guardianship of Judge <persname>Dexter</persname>. </p>


<p><persname normal="Mark Howard">Howard</persname> worked in <geogname>Ann Arbor</geogname> as a <occupation>postmaster</occupation>, newspaper <occupation>editor</occupation>, and he involved himself in Whig politics. At the age of twenty-six, he became a local <occupation>agent </occupation>in <geogname>Ann Arbor</geogname> for the <corpname>Protection Insurance Company</corpname> of <geogname>Hartford</geogname>. A few years later, in <date>1846</date>, <persname normal="Mark Howard">Howard </persname> moved to <geogname>Hartford </geogname> to continue his work in insurance. In <date>1849 </date> he inspired some confidence in <corpname>Protection Insurance</corpname> when, following the <geogname>St. Louis</geogname> fire, he went to the city to settle the losses with ready cash. </p>


<p>When the <geogname>Connecticut </geogname> legislature incorporated the <corpname>Merchants' Insurance Company</corpname> in <date>1857</date>, <persname normal="Mark Howard">Howard</persname> was asked to become its president. He agreed on the condition that, in the case of insurance claims, the company would pay the entire capital in cash. The company flourished until <date>1871</date>, when the <geogname>Chicago </geogname> conflagration consumed its assets. Ten days after the fire, former backers of the <corpname>Protective </corpname>and <corpname>Merchants</corpname>' insurance companies founded the <corpname>National Fire Insurance Company</corpname> of <geogname>Hartford </geogname> and elected <persname>Mark Howard</persname> as its first <occupation>president</occupation>. As <occupation>president</occupation>, <persname normal="Mark Howard">Howard </persname> advanced the idea that full insurance led to indifference and carelessness. He argued that if the insurance company paid three quarters of the loss, insurance rates would be lower insurance rates and loss less due to some risk being felt by the insured.</p>


<p>In addition to his work in <occupation>insurance</occupation>, <persname normal="Mark Howard">Howard </persname>was active in politics and indeed was one of the founders of the <corpname>Republican Party</corpname>. He organized a system for collections, and was appointed by <persname>Abraham Lincoln</persname> to be <geogname>Connecticut</geogname>'s first <occupation>internal revenue collector</occupation>. <persname normal="Mark Howard">Howard </persname>also made considerable profits in western land deals. From the years <date>1853 - 1856</date> alone there are in this collection 103 Military land grants issued by the <corpname>General Land Office</corpname> in <geogname>Washington, D.C.</geogname> 
</p>


<p>While still <occupation>president </occupation>of the <corpname>National Fire Insurance Company</corpname> of <geogname>Hartford</geogname>, <persname normal="Mark Howard">Howard </persname>died in his home at 687 Asylum Avenue on <date>January 24, 1887</date>. He was survived by his wife, <persname>Angelina Lee Howard</persname>, and four children. </p>
