By 1900, more than half of Hartford's population was foreign-born, representing a wide range of nationalities and ethnic backgrounds. While most 19th-century immigrants had come from Britain, Ireland and northern Europe, in the early 20th century, increasing numbers came from southern and eastern Europe and from the Middle and Far East.

Mayor's Council Russian Class, 1919-1920
The Mayor's Council Russian Class provided for the Americanization of recent immigrants from Russia at a time when the fear that Communism might spread to the United States led many people to regard Russian aliens with distrust and suspicion.

The costumes are typical of the 1920s. Although the nationality of the members of wedding are not known, at least some of them are probably recent immigrants.
